After reviewing the Discover rewards calendar, it looks like they are waiting to roll out the actual stores each quarter.

Cash Back Limits. The 5% cash back is for spending up to $1,500 each quarter in the bonus categories during the first quarter. Discover hasn’t announced the cash back limits for the other quarters yet.
Activation. Don’t forget you’ll need to enroll each quarter to get the cash back. Even though the Discover More 2013 calendar is available in advance, you have to wait to enroll each quarter.
How to activate. To enroll, you’ll need to login to your account online. From there, you’ll find the link to activate your quarterly bonus category.
